For example, the death penalty was succeeded to be repealed for theft in 1806 by Samuel Romilly. The reform kept developing and various punishments were designed as a mean of discipline.
In the past, punishment has philosophy of tooth for a tooth or eye for an eye. That being said, an equivalent harm should be done to the person who harmed another.
